Update- Monday, November 25, 2024

On Monday November 25, 2025 Planning and Development Committee approved Official Plan Amendment and Rezoning applications to allow for two 12 storey rental apartment buildings to be added to the existing church and 7 storey rental apartment that currently occupy the property at 4094 Tomken Road and 924 Rathburn Road East in Ward 3.

The formal Official Plan Amendment and Zoning By-law Amendment documents will return to Council in the coming months for approval. The applicant will also need to secure Site Plan Approval and obtain the necessary building permits in order to proceed with construction.

Proposal: To intensify the site by constructingtwo 12-storey residential apartment buildings while retaining the existing place of worship and apartmentbuilding. The proposed development would be rental and consist of affordable housing usinga mixed-income model with a minimum of 30% affordable units at 80% of Median Market Rent.

4094 Tomken Road Community Meeting

Dear Resident,

I have arranged a Community Meeting on Monday, March 20th at 6:30 pm at Westminster United Church (Sanctuary) – 4094 Tomken Road. The purpose of this meeting is to discuss a proposed development located at 4094 Tomken, submitted by MHBC Planning. The proposed development will consist of two 12-storey residential buildings adjacent to the existing church and residential building that will remain.
